Intel to show third-gen Ultrabooks at Computex, makes USB 3.0 or Thunderbolt a necessity

When Intel first unveiled its grand plans for Ultrabooks at last year's Computex, many of the fireworks were consciously reserved for Ivy Bridge-based variants in 2012 -- well, they're here. This year's show in Taipei will show off the third generation of the skinny, MacBook Air-inspired platform, and Intel is toughening up the design requirements in the process. The thickness requirements are the same as last year, at 18mm for systems with screens under 14 inches and 21mm for bigger machines, but high-speed ports are now mandatory to get that coveted "Ultrabook" label and the full marketing weight of Intel's $300 million Ultrabook Fund: if a PC doesn't have either USB 3.0 or Thunderbolt, it's out of the running. Intel also wants security built-in, rather than optional, as well as guarantees that a system is quick and responsive when it's fully awake. Not that this would be terribly hard with the low-voltage Ivy Bridge processors launching at the same time, mind you.

Just to reinforce the importance of it all, Intel is noting that the flood of Ultrabooks is about to pick up in a big way as the category hits the mainstream. We were promised 75 Ivy Bridge Ultrabooks this year in a presentation back at CES; that number's now up to 110, 30 of which will be Windows 8-friendly touchscreen models and another 10 opting for the convertible tablet route. At least some of those lightweight portables should pop up at Computex next week, and you can be sure we'll be investigating as many of them as we can to see just how well Intel's partners have advanced the game.

Obama Misspoke On 'Polish Death Camp,' Says White House

WASHINGTON ? The White House said President Barack Obama misspoke on Tuesday when he referred to a "Polish death camp" while honoring a Polish war hero.

The president's remark had drawn immediate complaints from Poles who said Obama should have called it a "German death camp in Nazi-occupied Poland," to distinguish the perpetrators from the location. Polish Foreign Minister Radek Sikorski called it a matter of "ignorance and incompetence."

Obama made the comment while awarding the Medal of Freedom to Jan Karski, a resistance fighter against the Nazi occupation of Poland during World War II. Karski died in 2000.

During an East Room ceremony honoring 13 Medal of Freedom recipients, Obama said that Karski "served as a courier for the Polish resistance during the darkest days of World War II. Before one trip across enemy lines, resistance fighters told him that Jews were being murdered on a massive scale and smuggled him into the Warsaw Ghetto and a Polish death camp to see for himself. Jan took that information to President Franklin Roosevelt, giving one of the first accounts of the Holocaust and imploring to the world to take action."

Sikorski tweeted that the White House would apologize for "this outrageous error" and that Polish Prime Minister Donald Tusk would address the matter on Wednesday.

"It's a pity that such a dignified ceremony was overshadowed by ignorance and incompetence."

Alex Storozynski, president of the Kosciuszko Foundation, said Obama's comment "shocked the Poles present at the White House and those watching on C-SPAN. ... Karski would have cringed if he heard this."

National Security Council spokesman Tommy Vietor said: "The president misspoke. He was referring to Nazi death camps in Poland. We regret this misstatement, which should not detract from the clear intention to honor Mr. Karski and those brave citizens who stood on the side of human dignity in the face of tyranny."

Anxious to quell the controversy, the White House also noted that the president had visited the Warsaw Ghetto Memorial while in Poland and that he has repeatedly discussed the bravery of Poles during World War II.

The Polish Embassy in Washington, on its website, has a "how-to guide" on concentration camps that states that references to Polish death camps are "factually incorrect slurs" that should be corrected.

The Associated Press Stylebook states that when referring to "World War II camps in countries occupied by Nazi Germany, do not use phrases like Polish death camps that confuse the location and the perpetrators. Use instead, for example, death camps in Nazi-occupied Poland."

Here?s a first-visit-to-Cape Town mandate: you must do the scenic Cape Point drive. If you enjoy views, or fresh air, or anything good in life, this is surely one of the world?s most epic routes. Leave the city by looping around the Victoria & Alfred Waterfront and head south along the coast, with stops at Maiden?s Cove and Chapman?s Peak for some stellar photo ops. You?ll pass lovely towns, and may want to drop by the Bay Harbour Market at Hout Bay or the salty waterfront at Kalk?s Bay, where a visit to Olympia Caf? & Deli is preordained. Beware of baboons?they?re known for letting themselves into passing cars in hopes of relieving people of their snacks?but the ostriches you might spot on the side of the road are harmless.

Then it?s off to Boulders Beach to pay your respects to a tribe of African penguins, en route to Cape Point, where you can ride a funicular up to the historic lighthouse. Finally, end your day by watching the sun bob into the water at the Cape of Good Hope, the southwesternmost point of the African continent, and a great place for a picture like this. Because? why not?

Since this drive is a requisite for anyone who?s Cape Town bound, it?s hard finding something truly unique and relatively undiscovered along the way. (Apparently I wasn?t the only person enticed by the prospect of frolicking with penguins on the beach, judging by the scores of co-frolickers around me.) But thanks to my in-the-know guides at Micato Safaris, my friends and I lucked onto a gem of a dining experience in Scarborough, a tiny beachfront community halfway down the peninsula. In February, chef Bruce Robertson, one of South Africa?s most celebrated toques (formerly of the Showroom and Cape Grace), began opening his charming beach house to the public for two extremely limited (and ?berexclusive) lunch seatings a day at Boat House.

And what a lunch it is. Five elaborate, seafood-centric courses are artfully presented over the course of a languid afternoon, while the barefoot chef engages guests with rip-roaring anecdotes from his adventurous life (he?s hitchhiked from Cape Town to Cairo, and lived to tell the tale).

We feasted on a seafood chowder with homemade gnocchi, Cape snoek p?t? with cr?me fra?che and peas (this may be the first time in my life I finished my peas), and green fish with mashed potatoes, beans, and spinach, all sourced from a five-mile radius on the peninsula. Just when I was convinced I couldn?t possibly eat another bite, out came dessert, a stewed-fruit samboosa with a panna cotta inspired by the region?s distinctive Cape Malay comfort food. Good thing I have a second stomach for sweets.

Chef Bruce?s table d?h?te is a picture-perfect stop on a picture-perfect drive, but keep an eye on your watch, since you can get so carried away with his stories that you might while away many more hours than planned. How to pick a Portland - Real Estate Agent PDX

May 29th 2012. Since I work with Portland Real Estate Agents everyday on a number of transactions and hear all sorts of things from various people, I thought I?d write a post on choosing a real estate agent (even if you don?t choose myself, though I hope you?d consider it).

1. Customer Service. No matter how experienced and agent is, no matter how much education they have, no matter how good their marketing package is, if they don?t have a customer service focus, don?t pick them. Customer service means picking up the phone or at least calling back within the same day. Customer service means updating the client regularly as the transaction progresses. No Portland Real Estate Agent is worth your time unless they focus on your needs. Truly, real estate is a customer service job, much more than it is a sales occupation. Check out the real estate agent?s reviews! They will give you an important clue.

2. Education. Some people would pick experience as number two and while I have plenty of experience as a top selling agent, I would disagree. There are a ton of agents out there who have been in the business over ten years. However, time and time again, I see experienced Portland Real Estate Agents make the worst kind of mistakes. The real estate industry is constantly changing and it takes a lot of education and awareness to stay up to date with current laws, practices, and industry needs. Education is a primary focus for myself. Look for those Realtor designations and find out what they mean!

3. Experience. As many people have said, there is no subsitute for experience. I?ve been?a Portland Realtor?since 2003, and I can tell you my clients today are better off than my clients in 2003! I?m always happy when clients give a new agent in the company a chance, but at the same time?they better have a more experienced Portland Real Estate Agent looking?over their shoulder.

4. Marketing Ability. This applies to Portland sellers agents, not Portland buyers agents. If you are looking to sell your Portland home, an agent?s marketing ability is key.?A real estate agent?can have all three things above: great customer service, education, and experience, but they won?t sell your home in a tough market unless their real estate marketing package is truly amazing. I?ve spend a ton of time and money to ensure my listing marketing package is the best in Portland.

In an effort to improve their secondary, the Atlanta Falcons shipped merely a seventh-round pick to the Eagles for cornerback Asante Samuel.? So far, it looks like the Falcons pulled off the kind of steal for which the Eagles had become notorious.

According to Dave Campbell of the Associated Press, Samuel made a real impression in the Falcons? first full-squad practice of the 2012 offseason.

?Asante I thought did about the same thing he has done to me for four years,? quarterback Matt Ryan said. ?He made a good pick.? He?s going to make us better.? Specifically I think he?ll make myself and our wide receivers better going against him and Dunta [Robinson] and [Brent] Grimes every day as corners.? It?s going to be good work for us.?

The plan is to move Robinson to the slot, with Grimes and Samuel on the outside.? ?I have a preference,? Samuel said.? ?I want to be on the left side.? I?m a left corner but I?ll do anything I can to help the team.? This is a right-handed league and I want to be where the ball is coming.?

Samuel played both sides on Tuesday, and he was eager to show off.? ?Can I get some action out here?? Samuel yelled at one point while on the practice field.? ?Am I out here for my health?? I want to show the people what I can do!?

After intercepting a Ryan pass, Samuel pointed to his jersey and said, ?Deuce Deuce right here.?

Asked after practice about his desire to get ?some action,? Samuel was brash.? ?And I got some right?? Samuel said.? ?That?s what you?ve got to do, put the bull?s-eye on your shoulder and step up to the plate.? That?s how you get better.?

Robinson thinks Samuel?s energy may have surprised some members of the offense.

?It?s a lot of fun,? Robinson said. ?It makes practice fun.? All the talk, all the yelling.? I can tell the offensive guys weren?t very used to it.? They didn?t know how to take it.? But it was a lot of fun.

?You look across the board and it?s myself, it?s Brent and it?s Asante and you?re like wow.? If we do what we?re supposed to do, we can be a very dangerous secondary.?

The secondary recently has been dangerous, to the Falcons.? For the team to truly contend in the NFC, that needs to change.

Russia blames 'both sides' for Syria massacre

Fighting continues as UN peace broker Kofi Annan arrives in Damascus. NBC's Richard Engel reports.

Updated at 3:34 p.m. ET: MOSCOW -- Russia further backed away from its support of Syrian President Bashar Assad on Monday, saying his government bears the main responsibility for the violence in the country and calling for a full investigation into its role in the deaths of more than 100 civilians in Houla.?

"Both sides have obviously had a hand in the deaths of innocent people, including several dozen women and children. This area is controlled by the rebels, but it is also surrounded by government troops," Russian Foreign Minister Sergey Lavrov said after talks in Moscow with visiting British Foreign Secretary William Hague.?


Meanwhile, international mediator Kofi Annan, who arrived in Damascus Monday for talks with senior Syrian officials, said he was horrified by the killings in Houla and urged the Syrian government to take bold steps to show it was serious about reaching a peaceful solution to the country's crisis.

Lavrov spoke a day after Russia agreed to join the rest of the U.N. Security Council in blaming the Syrian government for attacking residential areas in Houla, a collection of villages near the central city of Homs. The council, however, avoided saying who was responsible for the massacre of at least 108 men, women and children.?

Opposition activists said Assad's forces killed at least 41 people in an artillery assault on the city of Hama shortly after the U.N. Security Council condemned Friday's massacre in nearby Houla. The authorities in Damascus issued a denial that troops played any role at Houla, rejecting the U.N. version of events.

Lavrov said there was no doubt that government forces had used artillery and tanks to shell Houla, but he noted that many of the dead appeared to have been shot at close range or tortured.?"The guilt has to be determined objectively," he said. "No one is saying that the government is not guilty, and no one is saying that the armed militants are not guilty."?

But Lavrov did issue?some of Russia's harshest criticism of Assad to date, saying the Syrian ?government "bears the main responsibility for what is going on" because it is failing to provide for the security of Syrian citizens. He hedged the criticism by claiming that Syria's government is facing an increased threat from terrorists, whose bombings have the "clear signature of al-Qaida."?

Alexei Malashenko, a Middle East expert with the Carnegie Moscow Center, said Russia can no longer defend Assad's government and may be warning him that he needs to change his approach.?

"Bashar Assad is driving himself and Russia into a corner," Malashenko said. "If this goes on, Russia will have no other option" but to pull its support. "Bashar has definitely gotten the sense that he may lose Russia's sympathy and he may step back a bit."?

Syria blamed terrorists for the Sunday massacre of more than 100 people, including children. Washington isn't buying it. NBC's Richard Engel reports.

Lavrov and Hague both called for greater efforts to implement special envoy Annan's six-point peace plan, which calls on both sides to respect a cease-fire.?

Speaking shortly after arriving in Damascus, Annan said he expected to have "serious and frank discussions" with Assad. The two men are due to meet on Tuesday, according to the Syrian Foreign Ministry.

Annan said the massacre in Houla was "an appalling crime, and the (U.N.) Security Council has rightly condemned it." Western countries have blamed Assad's forces for the killings, a charge Damascus denies.

"I urge the (Syrian) government to take bold steps to signal that it is serious in its intention to resolve this crisis peacefully, and for everyone involved to help create the right context for a credible political process," Annan told reporters on his arrival in Damascus.?

"It's right, as Sergey Lavrov has just done, to call on all parties to cease violence, and we are not arguing that all violence in Syria is the responsibility of the Assad regime, although it has the primary responsibility for such violence," Hague said.?

Lavrov added that "we don't support the Syrian government, we support Kofi Annan's plan."?

The Russian envoy called for everyone in the international community to exert more pressure on both sides to implement Annan's plan, saying it was not clear from talks with opposition members that they were getting the message that the plan had full international support.

He said talk about the need for Assad to step down cast doubt on the West's commitment to the Annan plan and encouraged the opposition to keep up the fight.?

Hague, however, confirmed that Britain still believes Assad should stand aside.?

"But the important thing is that the Annan plan is pursued in whatever way it can be pursued," he said. "The alternatives are the Annan plan or ever-increasing chaos in Syria, and a descent closer and closer to all-out civil war and collapse."?

China on Monday also condemned the killings of civilians in Houla and called for an end to the violence, but gave no indication it was rethinking its strategy toward the fighting in Syria.?

Chinese Foreign Ministry spokesman Liu Weimin said that Beijing fully supports Annan's mediation efforts and the UN monitors.?

The protests against Assad began in March 2011 and turned into an uprising after his government responded with a violent crackdown on dissent. The U.N. estimated that at least 9,000 people were killed in the first year of the conflict, but hundreds more have been killed since then.?

RIM Losing Chief Legal Officer, Karima Bawa Submits Resignation

Research In Motion Loses Head Legal Chief

Research In Motion (RIM) lost its chief legal officer on Sunday after Karima Bawa submitted their resignation to the BlackBerry smartphone maker. Bawa is yet another in a string of officials how have left RIM since the beginning of 2012.

Bawa who was promoted to chief legal officer at Research In Motion in late 2010 has agreed to remain at the tech firm until a replacement is in place.

Bawa had been speaking with company officials about her plans for retirement. During his time with the company Bawa was responsible for litigating almost all of RIM?s patent disputes, including the company?s biggest dispute against Motorola in 2010 and the December 2011 Apple-Kodak-RIM patent dispute.

When not fighting against patents Bawa helped write most of the company?s commercial deals.

Bawa?s exit comes just one week after global head of sales Patrick Spence left the company. Also gone in 2012 is former co-CEO Jim Balsillie, Senior vice president Allan Brenner, and BBM VP Tenille Kennedy.

Earlier today we reported that Research In Motion is planning to layoff 2,000 more workers which will take the company?s global workforce to just under 15,000 workers. Those firings could begin as early as June and will likely reach all divisions of RIM and reports suggest several high-level executives could be fired when those layoffs begin.

In an attempt to turn around the company?s sales figures RIM will release new Blackberry devices in 2012 alongside a bran new version of the Blackberry OS.

Several people consider aging to be a time to slow down and take it easy.
However, a recent study suggests that the more we age, the more we need exercise to keep us independent and healthy.

Yet, sometimes it takes a prescription from the doctor to get adults up and moving.

?Exercise is important for almost everyone. There are very few medical conditions that exercise won?t benefit. In fact, I sometime write a prescription to get my patients to start taking this seriously and help them understand exercise can be just as helpful as medication,? said Keith Veselik, director of primary care at Loyola University Health System and associate professor in the Department of Medicine at Loyola University Chicago Stritch School of Medicine.

?Around age 35 is when our muscle mass and resting metabolism starts to decrease. When this happens our bodies require more, not less exercise to manage our caloric intake. When this starts to happen we can eat the same things, do the same things and may gain 3 pounds a year. That?s 30 pounds in a decade, ?he said.

How exercise makes your heart healthy

Though exercising is beneficial to nearly everyone, before starting a program he advises that people, especially those who have not been active, to consult a doctor to determine their baseline and to get guidance about what exercises would be most advantageous.

?In my own life I?ve seen the benefits of exercising. When that alarm goes off in the morning I want to just roll over, but I?ve seen such a positive change in so many ways. It can be difficult, especially at first, but the benefits truly out weigh the struggles,? said Veselik.

Veselik claimed that the best workout program balances cardiovascular exercise, strength training and flexibility. But what is most beneficial doesn?t always translate into what is doable.

Each decade of the old age has unique challenges. Veselik gives some ideas of how to use exercise to counter those health hurdles.

For those who are in 50?s cardiovascular exercise are the most favourable one.

Muscle and joint aches and pains start becoming more apparent, so Veselik suggests that one should get creative about how to keep up cardiovascular exercise as it is easy on the joints but get the heart rate up.

He recommends trying exercising in a pool or riding a bike instead of running. If you do run, make sure you have good shoes and try to run on softer surfaces.

Cardiovascular exercise also helps to fight many of the most common and deadly medical problems, including heart disease, asthma and chronic obstructive pulmonary disease (COPD).

?But don?t go from doing nothing to running a marathon. Talk to your doctor, ask about risk factors and together create a plan that?s right for you,? said Veselik.

Another complaint for people in their 50s is back pain.

?The best way to protect your back is to build strong core muscles and make sure you are lifting heavy objects correctly,? said Veselik.

In the 60?s balancing and leg strengthening exercises should be prime concern.

As we enter our 60s, balance and strength should be a major focus. Many people are scared of breaking a hip, which can limit independence. Also, our bones aren?t as strong and both men and women become more susceptible to osteoporosis.

To help fight these concerns Veselik suggests that incorporating balance and leg strengthening exercises to increase flexibility as well as balance to help prevent accidental falls. Weight-bearing exercise is vital to bone health and keeping bone density strong.

COLLEGE PARK, Ga. -- Fulton County Police are investigating a double shooting that left one person dead on Thursday afternoon.?

The shooting?occurred?on the 2900 block of Creel Road in an?unincorporated?part of South Fulton County.?

According to Sgt. McBride of the Fulton County Police Department, two males were shot in a vehicle at the Pinetree Condominiums; one victim was shot in the head and the other in the hand.?

Police said they think the two victims attempted to flee the scene however they crashed into a nearby utility pole. One of the victims died on the scene.?

Postal Service offers buyouts to 45,000 workers

The cash-strapped U.S. Postal Service will offer buyouts this summer to nearly all of its 45,000 mail handlers, part of a plan to consolidate operations at 140 mail-processing facilities in the next year.

The mail agency, which lost $3.2 billion in the first three months of 2012, plans to begin this summer moving mail-processing activities away from smaller sites to reduce annual costs.

As part of that plan, the Postal Service will offer $15,000 in two installments to full-time mail handlers who take early retirement or leave the agency, USPS spokesman Mark Saunders said on Friday.

Mail handlers are workers who load trucks and move mail containers between processing operations. Part-time employees also will be eligible for separation incentives in amounts based on the number of hours they work.

"The agreement with the Postal Service is intended to provide a financial cushion, and added peace of mind, for mail handlers who might be prepared to move on to the next chapter of their lives by leaving the Postal Service," the National Postal Mail Handlers Union said on its website.

The Postal Service has been hit hard by tumbling mail volumes as more Americans communicate online and by massive payments for future retiree health benefits. The agency has asked Congress to let it end Saturday delivery and make other changes. In the meantime, USPS officials have been looking for ways to cut costs.

The agency needs to reduce its workforce by 150,000 people by 2015, Saunders said. Consolidating and closing processing facilities, which will continue through 2014, could eliminate up to 28,000 jobs and save $2.1 billion a year, the Postal Service has said.

Saunders said he could not speculate how many mail handlers would take buyouts this year, but added that the change "will not affect mail service."

The Postal Service also has said it will offer buyouts to more than 21,000 postmasters this year. Postal officials scrapped a plan to close thousands of money-losing post offices and instead, will reduce hours at 13,000 of the nation's smallest offices. (Editing by Jan Paschal)

InFocus IN1126


The InFocus IN1126 ($1,099 direct) is a compact and very light?yet?bright data projectors geared to business travelers who need to frequently make presentations to small groups. Although it's highly portable, you do need bring your computer or other input source to run presentations from as there's no port for a USB thumb drive. Its image quality is fine for typical data presentations.

The IN1126 is rated at 3,000 lumens of brightness. It has native WXGA (1,280 by 800) resolution, compatible with widescreen laptops with a 16:10 aspect ratio. It measures 2.8 by 8.6 by 7 inches (HWD) and weighs 3.4 pounds. This black and boxy projector has both zoom and focus wheels; it was easy enough to bring it to a fairly sharp focus quickly.

The projector is identical in appearance, dimensions, and features to the InFocus IN1124 ($975 direct, 3.5 stars), except that the IN1124's native resolution is limited to XGA (1,024 by 768 pixels). The Editors' Epson PowerLite 1775W Multimedia Projector ($1,199 direct, 4 stars) has WXGA resolution; it's wider but considerably thinner than the IN1126, and weighs slightly more.

The IN1126 packs a typical selection of ports for an ultraportable projector: HDMI; S-Video; an RCA jack for composite video; audio-in; VGA; and a USB mini-B port that you can plug into your computer for remote mouse support, allowing you to use the projector's remote control in lieu of the mouse to advance slides and the like.

One port that would have been a useful addition is a USB type A to let you run a computer-free presentation off of a USB thumb drive. Without it, you still have to lug a laptop with you; the projector does come with a soft carrying case for protection.

Performance The IN1126 threw a 6-feet diagonal image on our test screen that stood up well to ambient light with the projector about 10 feet away. In testing with our DisplayMate suite (www.displaymate.com), data image quality was reasonably good, fine for typical business presentations. Some minor color issues showed up: white lines against dark backgrounds tended to look yellowish, and there was some yellow fringing on the right and top edges of the projected images. Colors in general?especially yellows and light blues?looked somewhat darker than they should have, and medium grays looked slightly greenish.

Also, the rainbow effect common with DLP projectors, in which bright areas break up into their component colors when one shifts one's gaze (or, in the case of video, when an object moves), was apparent to me in some test images that tend to bring it out. But unless you're a stickler for accurate color or your content demands it, the IN1126 should be up to the job of showing business presentations while you're on the road.

Video Quality
The IN1126's video quality is adequate for showing fairly short clips as part of a presentation. The projector did reasonably well in retaining detail in both dark and light areas. Colors generally looked fairly true. However, the rainbow effect was more pronounced than with an average DLP projector, and obvious enough to me that people who are sensitive to it probably wouldn't want to watch long videos with this projector.

The IN1126's sound system is more feeble than most. It was barely audible, even when I sat right next to the projector with the volume turned fully up. Though its 1-watt speaker doesn't get the job done, it does have an audio-out jack, so you could connect it to powered external speakers. The InFocus IN1124 has a similarly weak sound system, while the Epson 1775W's was better.

The InFocus In1126 is a solid, capable, and highly portable data projector, well suited to businesspeople that need to make frequent presentations while on the road. It has higher resolution than the similar InFocus IN1124. It's narrower and slightly lighter than (if not as thin as) the Editors' Choice Epson PowerLite 1775W. The Epson 1775W, though, has Wi-Fi connectivity (through an included dongle) and a port for a USB thumb drive. Its still and video image quality both proved very good in our testing, and as an LCD projector it by nature lacks the rainbow effect seen in the IN1126. The IN1126, though, is worthy of being on your short list for an ultra-light data projector.

Student Loan Vote: Senate Rejects Democratic, GOP Plans To Extend Current Interest Rates

WASHINGTON ? The Senate rejected dueling Democratic and Republican plans on Thursday for averting a July 1 doubling of interest rates on federal college loans for 7.4 million students, pushing back efforts to resolve the election-season showdown until next month.

In mostly party-line roll calls, senators voted 62-34 against the GOP package and 51-43 for the Democratic version, with each falling short of the 60 votes needed for approval. Though both defeats were preordained, the twin votes gave lawmakers from each party a chance to show they favor easing students' financial burdens ? and potential grist for campaign ads accusing the other side of opposing the effort.

The Senate planned to leave town later Thursday for a Memorial Day recess running through next week. Neither party wants to be accused of letting the interest rates grow at a time when voters are focused on coping in today's rough-edged economy, giving each side an incentive to eventually strike a compromise.

A 2007 law gradually reduced interest rates on subsidized Stafford loans for low- and middle-income undergraduates to 3.4 percent. To save money, it mandated that rates return to 6.8 percent for new loans as of July 1.

President Barack Obama has made preventing a rate increase a priority and has appeared at colleges and on television talk shows to promote it. Though some Republicans expressed early concerns that retaining the lower rate would fuel college tuition increases, likely GOP presidential candidate Mitt Romney endorsed freezing the rate and most GOP lawmakers have done the same.

Ten conservative GOP senators opposed their own party's proposal, with some expressing concerns about budget costs and saying the loan market should set its own prices.

Both measures rejected Thursday would delay the interest rate increase for a year at a cost of $6 billion, but each side's bill was paid for in a way the other couldn't tolerate. Democrats proposed raising Social Security and Medicare payroll taxes on high-earning owners of some privately held companies and professional practices, while Republicans would abolish an Obama preventive health program.

That idea drew a White House veto threat when Republicans used it to pay for their House-passed bill in April.

"The Republican proposal is paid for by stripping Americans of lifesaving preventive health care," said Senate Majority Leader Harry Reid of Nevada, adding, "It would be a shame" to do that.

Senate Minority Leader Mitch McConnell of Kentucky argued that the Democratic plan showed they wanted "a scapegoat more than a solution" because they knew Republicans would oppose its tax provision.

He also tried goading Obama, saying, "If the president's got time to run around to late-night comedy shows and college campuses talking about this issue, then he can pick up the phone and work out a solution."

The Education Department expects 7.4 million undergraduates to borrow subsidized Stafford loans next year averaging $4,226. Doubled interest rates would add around $1,000 in costs, which for the typical loan taking 12 years to repay would mean less than $10 monthly in added expense.

The Federal Reserve Bank of New York estimates that at least 37 million Americans owe $870 billion for outstanding student loans, a figure that is growing and that exceeds the money owed for credit cards or auto loans. Four in 10 people under age 40 owe money for a college loan, the bank says.

(AP) ? The same anesthetic that caused the overdose death of pop star Michael Jackson is now the drug of choice for executions in Missouri, causing a stir among critics who question how the state can guarantee a drug untested for lethal injection won't cause pain and suffering for the condemned.

Last week the Missouri Department of Corrections announced it was switching from its longstanding three-drug method to use of a single drug, propofol. Missouri would be the first state ever to use propofol as an execution drug.

"This is very, very concerning with a drug that we don't know, and seeing the problems of the one-drug method," said Kathleen Holmes of Missourians for Alternatives to the Death Penalty.

Until recently, the 33 states with the death penalty used a virtually identical three-drug process: Sodium thiopental was administered to put the inmate to sleep, then two other drugs stopped the heart and lungs. But makers of sodium thiopental have stopped selling it for use in executions. Supplies mostly ran out or expired, forcing states to consider alternatives.

Most states have retained the three-drug method but turned to pentobarbital as a replacement for sodium thiopental. Pentobarbital, a barbiturate used to treat anxiety and convulsive disorders such as epilepsy, has been used in roughly 50 executions over the past two years, said Richard Dieter, executive director of the Washington-based Death Penalty Information Center.

But its use may be short-lived as its maker also opposes selling it for use in executions.

The statement announcing the change in Missouri said the decision was "due to the unavailability of sodium thiopental" but did not elaborate on why propofol was chosen. The protocol change was administrative and did not require legislative approval. The Corrections Department declined interview requests, but spokesman Chris Cline said Wednesday in a one-sentence statement, "Working with expert guidance, we are confident that this new one-drug protocol will be effective and appropriate."

It wasn't clear when propofol would get its first use in an execution. None are scheduled in Missouri despite Attorney General Chris Koster's request last week that the Missouri Supreme Court set execution dates for up to 19 condemned men whose appeals have run out.

Litigation over Missouri's new protocol is possible. Attorneys for death row inmates told The Associated Press that they are still gathering information on the new process and no decision has been made on whether to seek an injunction.

Between 1989, when executions resumed in Missouri, and 2005, the state put to death 66 convicted killers. But in the seven years since, only two men have been executed ? Dennis Skillicorn in 2009 and Martin Link last year. Use of the death penalty has declined sharply in recent years nationwide. The U.S. had 98 executions in 1999 but just 43 last year. Nearly 3,200 people remain on death row.

Propofol, made by AstraZeneca and marketed as Diprivan, gained notoriety following Jackson's death in 2009. Spokespeople for AstraZeneca and its U.S. marketer, APP, declined comment on its use in executions. But Dieter questioned if enough research has been done.

"Any drug used for a new purpose on human subjects should certainly be tested very, very carefully," Dieter said. "I can only imagine the things that might go wrong."

Adding to the concern, some say, is Missouri's written protocol which, like the one it replaced, does not require a physician to be part of the execution team. It states that a "physician, nurse, or pharmacist" prepares the chemicals, and a "physician, nurse or emergency medical technician ... inserts intravenous lines, monitors the prisoner, and supervises the injection of lethal chemicals by nonmedical members of the execution team."

Jonathan Groner, an Ohio State University surgeon who has studied lethal injection extensively, said propofol is typically administered by either an anesthesiologist, who is a physician, or a nurse anesthetist under the physician's direct supervision. Improper administration could cause a burning sensation or pain at the injection site, he said.

Groner said high doses of propofol will kill by causing respiratory arrest. But the dosage must be accurate and the process must move swiftly because propofol typically wears off in just a few minutes.

"If they start breathing before the heart stops, they might not die," Groner said. That would force the process to be restarted.

Critics also question the safety of the single-drug method. Missouri becomes the third state with a single-drug protocol, along with Arizona and Ohio. Three others ? South Dakota, Idaho and Washington ? have options for single- or multiple-drug executions, according to the Death Penalty Information Center. California and Kentucky are exploring a switch to the one-drug method.

Concerns were raised after a one-drug execution last month in Arizona. Thomas Arnold Kemp, a 63-year-old convicted killer, shook for several seconds upon receiving a lethal dose of pentobarbital.

The debate over the administration of lethal drugs has angered some capital punishment advocates who suggest that death row inmates ? largely convicted killers ? seem to get more compassion than their victims.

Carol Angelbeck has spent years urging Missouri officials to pick up the pace on executions. Angelbeck's 24-year-old daughter, Mindy Griffin, was raped and strangled by Michael Worthington, who broke into her suburban St. Louis condo in 1995. Worthington is awaiting execution.

"If they can't find a drug they like, go to hanging," Angelbeck said. "Maybe they should feel some pain and others would think twice about killing someone."
